In 1865, General Order No. 3 was issued as a legal decree in the U.S., which mandated the implementation of the Emancipation Proclamation in Texas and resulted in the release of all enslaved individuals within the state. The order was given by Union General Gordon Granger upon his arrival in Galveston, Texas at the conclusion of the American Civil War, approximately two and a half years after the initial proclamation of the Emancipation Proclamation.
